David please publish this on your web site.  Sherry has given me permission (see follow-up email) to send this to you.  Actually, since Sherry called Animal control the day the dog died, this is now public information and a record should be there.


       Please title this: This should never have happened.  Who is responsible for the failure of this situation to be investigated?  The sheriff's depart that has 3 certified animal control officers who are sworn to uphold the law on animal cruelty cases but don't investigate them?? or Burke Friends for Animals/Humane Society who has  a part-time  animal cruelty investigator, presumably appointed by the county commission but UNCOMPENSATED (state law Ch. 19 sec 45)?  Ms. Scull called and emailed  BCFFA on NUMEROUS occasions, of which her email service saves only the last 30 days of messages. She rightly assumed that BCFFA -Humane Society part-time investigator would coordinate with the Burke Sheriff's Dept animal control division to address this situation.  NOTE the first child cruelty case in the United States was prosecuted in New York State under an animal cruelty statute because there were no child abuse laws on the books.  It is now time for the human adults to help the 4 legged creatures who are abused or neglected and have a PAID professional  investigator(s) and/or animal control officers should be cross-trained to provide this duty.  Anne Fischer

It has been three weeks since I called and left several  voice messages and then spoke to a young lady at your Rescue Shelter.  She promised that someone would check on SophieI have not received any call or notification as to directions in Rutherford College to help a poor weimaraner.

Several weeks ago the  family was on vacation. when we were experiencing  heavy rains with lightning, Sophie was tied out, as she always is.   NO SHELTER AND STILL NO SHELTER.  Although they are finishing a large pool in the backyard, Sophie has no place to be safe!  I am furious.  I am an animal lover; it tears at my heart to see this type of punishment.

Sophie did not ask to have this kind of life.

 No one shows her any attention.  Father, Mother, four kids and Grandparents.  

Have you heard the story of a friend visiting a family and ask, "Where is that cute puppy you got for Christmas?"  Reply, "Oh, it is chained up out back."  If people are going to have animals they need to be aware of the responsibility that comes with that.

 

Today when I looked up towards Sophie, she has NO WATER; she is pacing back and forth, will try to lie down, but is acting very strange.  I am thinking that maybe yellow jackets are on her or stinging her.  As usual there is no one at home or anyone watching out for her!

 

Please help Sophie, I would go over but am afraid of being accused of trespassing.  I promise you that if you will just help Sophie, I will give you a donation.

Editor - Please publish this.  We need the investigation arm of animal control strengthened.  John McDevitt just now got back to me about this.  I learned today that animal control has lost 2 positions over the last couple of years due to budget cuts.  As noted below, the state does not authorize county commissions to pay investigators.  Animal control officers are certified and it is their job ultimately to be responsible for investigating and enforcing the law.  So either the County commission needs to put the money back into the Sheriff's budget or the state law needs to be changed and the state also put money into county animal control.  This is NOT just a Burke County issue by any means.  I have spoken to both County Commission Chair Wayne Abele and County Manager Ron Lewis to begin a dialogue about developing a strategy to resolve this problem.  I left a message last week also for Rep Walt Church.  Any concerned residents who wish to help with this endeavor are welcomed to contact me via email hafischer1@yahoo.com or telephone 390-8058.
